Kenneth S. Garrison, 50, has pleaded not guilty to two counts of second-degree rape and three counts of first-degree incest. The former Washington State Patrol lieutenant is accused of raping a relative and was in Clark County Superior Court last week.
His arraignment was postponed a day because he told his Vancouver defense attorney that he was feeling apprehensive about entering a guilty plea and the attorney asked the judge for time to discuss the decision with his client. The next day the charges were read to him in court and he pleaded not guilty without hesitation. Garrison is currently in jail on $1 million bail.
Garrison could be facing similar charges in Cowlitz County, where child rape allegations against him (involving a different victim who is also a relative) are being investigated. He was charged but it was later dismissed.
The latter sexual assault allegedly occurred in 2001 and led to his termination from Washington State Patrol, but when he appealed an arbitrator ruled in his favor and he was reinstated in 2008 until his resignation in December. Garrison was hired by the State Patrol in 1989, and was recently responsible for supervising troopers that patrol the Southwest Washington district.
