Vancouver Man Being Charged For Prostitution Of Minor

Ricky D. Horn, an 18-year-old man from Vancouver, is facing fresh charges accusing him of the prostitution of a 15-year-old Tacoma girl. He is already serving time for the prostitution of a 14-year-old.

He is being charged with two felony counts of promoting commercial sexual abuse of a minor. He was arrested in April on evidence that he had prostituted the first victim 15 times. She allegedly engaged in sexual acts with two men and robbed others. Kelsey L. Vestal, 26, is also being charged for corroborating in the crime and threatening the young girl if she failed to comply. She has not had new charges filed against her at this point.

After Horn was arrested, the 15-year-old victim came forward and told law enforcement that Horn had taken her to Vancouver from Tacoma to participate in sexual acts with men in exchange for payment. Text messages were discovered on Horn’s phone that alluded to the prostitution, and his jail phone calls were listened to. Evidence of Horn’s involvement with the second victim was discovered during the calls.

Horn will be arraigned for the new charge on June 14, and both he and Vestal are currently in the Clark County Jail.
